This course will help students gain valuable insight and a working knowledge of the various theories and methodologies for arriving at residential site values and applying the Cost Approach in everyday appraisal work. The advantages and disadvantages of using the cost approach in residential appraising will be examined. The important distinction between Replacement Cost New and Reproduction Cost New will be discussed, along with an in-depth look at several methods for estimating accrued depreciation. Students will learn how to read residential building plans and accompanying specifications. Each student will complete a step-by-step study utilizing the Marshall and Swift cost manuals. This course will help the appraisal student gain a basic understanding and knowledge of Residential Sales Comparison and Income Approaches. The course includes the valuation principles and procedures applicable to both approaches. With the aid of case studies, students will develop and apply the techniques for market analysis, including the application and use of matched pairs and capitalization rates and gross rental multipliers. There will be a discussion on cash and finance equivalency. Students will learn how to apply and defend the rationale behind market adjustments. The course will include a discussion of current Fannie Mae and Freddie Mac Guidelines and relevant USPPAP requirements and introduce students to the methods of appraising income properties. CE-406 — The National Uniform Standards of Professional
                  Appraisal Practice Update, 7-Hr Course ($130)

Changes to the current year USPAP are covered in this course which instructs the licensed/certified appraiser in each area. Topics include the Preamble, Ethics, Competency, Scope of Work, Jurisdictional & Supplemental Rules, Definitions and Standards 1-10. The Preamble, Standards and Standards Rules and Statements on Appraisal Standards are reviewed and analyzed using case studies to illustrate the practical application. Advisory Opinions and the Glossary are reviewed as is an overview of the creation, applicability, and highlights of FIRREA. Emphasis is placed on the “update” aspect -revisions to the standards over the previous 1-3 years. This course assumes student/appraiser is somewhat proficient in knowledge of the standards. CE-408 — Fair Housing for the Appraiser, 7-Hr Course ($130)

This course begins with a historical overview of fair housing laws and provides an in-depth analysis of discriminating housing practices, including HUD interpretations. USPAP Advisory Opinion #16 is reviewed by (1) examining the Appraisal Report Content issue, (2) the background of conclusions in light of fair housing laws, (3) advice from the Appraisal Standards Board by examining relevant USPAP references, appraisal report content and competency. The 1988 Fair Housing Amendment Act is presented in detail, with special emphasis on disability, and familial status discrimination. The students will be introduced to the fundamentals of fair housing advertising, along with current case law dealing with these subjects. There is a section on enforcement and remedies, which will lead to a discussion about the substantial penalties for violating the Act. The course concludes with the presentation of fair housing legal issues, including current case law and case studies designed to maximize student involvement and illustrations from the Appraisal Standards Board. CE-409 — Real Estate Finance for Appraisers, 4-Hr Course ($65)

This course will present a current overview of the basics of residential real estate financing including a discussion of the important current trends in mortgage lending from the viewpoint of an appraiser. The course provides an update on new affordable loan products, various types of government loans and special programs for the self employed or borrowers with adverse credit. There will also be a review of the ways the government has influence over the mortgage lending industry including the Congressional Acts that most directly protect the consumer. This course will define the concept of Red Flags, what causes them and how to look for them. It includes detailed home inspection techniques with illustrations and background information on asbestos, radon, lead and other hazards to homeowners.
