CE-404 — Residential Site Valuation & Cost Approach, 14 hours ($275)

This course will help students gain valuable insight and a working knowledge of the various theories and methodologies for arriving at residential site values and applying the Cost Approach in everyday appraisal work. The advantages and disadvantages of using the cost approach in residential appraising will be examined. The important distinction between Replacement Cost New and Reproduction Cost New will be discussed, along with an in-depth look at several methods for estimating accrued depreciation. Students will learn how to read residential building plans and accompanying specifications. Each student will complete a step-by-step study utilizing the Marshall and Swift cost manuals.



CE-405 — Residential Sales Comparison & Income Approaches, 28 hours ($525)

This course will help the appraisal student gain a basic understanding and knowledge of Residential Sales comparison and Income Approaches. The course includes the valuation principles and procedures applicable to both approaches. With the aid of case studies, students will develop and apply the techniques for market analysis, including the application and use of matched pairs and capitalization rates and gross rental multipliers. There will be a discussion on cash and finance equivalency. Students will learn how to apply and defend the rationale behind market adjustments. The course will include a discussion of current Fannie Mae and Freddie Mac Guidelines and relevant USPAP requirements and introduce students to the methods of appraising income properties. A combination of theory and hands-on examples provide practical applications of real estate appraisal procedures.



CE-406 — 2010-2011 National USPAP Update Course, 7 hours ($140)

Changes to the current year USPAP are covered in this course which instructs the licensed/certified appraiser in each area. Topics include the Preamble, Ethics, Competency, Scope of Work, Jurisdictional & Supplemental Rules, Definitions and Standards 1-10. The Preamble, Standards and Standards Rules and Statements on Appraisal Standards are reviewed and analyzed using case studies to illustrate the practical application. Advisory Opinions and the Glossary are reviewed as is an overview of the creation, applicability, and highlights of FIRREA. Emphasis is placed on the “update” aspect-revisions to the standards over the previous 1-3 years. This course assumes student/appraiser is somewhat proficient in knowledge of the standards. This course is taught by AQB Certified USPAP Instructor Robert K. Bates.

CE-408 — Fair Housing for the Appraiser, 7-Hr Course ($140)
               (Textbook included in price of course.)

This course begins with a historical overview of fair housing laws and provides an in-depth analysis of discriminating housing practices, including HUD interpretations. USPAP Advisory Opinion #16 is reviewed by (1) examining the Appraisal Report Content issue, (2) the background of conclusions in light of fair housing laws, (3) advice from the Appraisal Standards Board by examining relevant USPAP references, appraisal report content and competency. The 1988 Fair Housing Amendment Act is presented in detail, with special emphasis on disability, and familial status discrimination. The students will be introduced to the fundamentals of fair housing advertising, along with current case law dealing with these subjects. There is a section on enforcement and remedies, which will lead to a discussion about the substantial penalties for violating the Act. The course concludes with the presentation of fair housing legal issues, including current case law and case studies designed to maximize student involvement.



CE-409 — Real Estate Finance for Appraisers, 4-Hr Course ($75)

This course will present a current overview of the basics of residential real estate financing including a discussion of the important current trends in mortgage lending from the viewpoint of an appraiser. The course provides an update on new affordable loan products, various types of government loans and special programs for the self employed or borrowers with adverse credit. There will also be a review of the ways the government has influence over the mortgage lending industry including the Congressional Acts that most directly protect the consumer. CE-410 — Red Flags in Property Inspection, 3-Hr Course ($65)

This course will define the concept of Red Flags, what causes them and how to look for them. It includes detailed home inspection techniques with illustrations and background information on asbestos, radon, lead and other hazards to homeowners. This inspection covers both outside and inside the home. This course is designed to be an effective tool for appraisers who need a guide to detect Red Flags in residential properties.

This course is designed to provide practical information and understanding between the writers and reviewers of appraisal reports. This course will discuss the review process in light of Standards 1, 2 and 3 of USPAP. The student will be exposed to principles of investigation, analysis, verification of the logic and procedures used in residential appraisal reports to ensure the preparation of competent and thorough reports that result in sound value estimates. This course is an overview of a single family residence beginning with a look at communities, neighborhoods and sites, followed by construction materials and mechanical systems. This course deals with the various factors of the neighborhood, lot and house that contribute to and detract from value and resale potential. It also covers the basics of new home construction. In addition, this course will teach building design, construction, background data and materials. This course teaches the student, who has no environmental training, how to screen a residential property for apparent environmental hazards. The bulk of this course is devoted to a discussion of the 25 most common environmental hazards. Each section includes background information about the environmental hazard, how it affects people who are exposed to it, how the level of exposure is measured, and how to look for evidence of the environmental hazard.

CE-421 — HVCC - Appraiser Responsibility, 3-Hr Course - ($65)

This course provides an explanation of what the HVCC (Home Valuation Code of Conduct) is and what are the responsibilities of the appraiser, the lender and third parties, and the borrower. Information covered includes who can hire an appraiser, who can pay for the appraisal, prevention of improper influences, mandatory reporting by appraisers and the the lender's responsibilities. The student will have a clear understanding of the HVCC and the Scope of Conduct from taking this course.



CE-422 — HP12c: The Basics, 7-Hr Course - ($140)

This course covers the basic functions of one of the most essential tools for real estate and appraisal professionals - the HP12c. Regarded as the state of the art in the industry, the HP12c is easy to use with a minimum of training. The student will learn about the different functions available including the essential time value of money calculations as well as cash flow calculations. The student will be exposed to numerous examples and situations that relate to actual calculations he/she may need to perform in the course of their career.

IMPORTANT NOTE: Candidates taking the state exam are not allowed to bring a copy of the Six Functions of a Dollar Table for use during the examination. A financial calculator is recommended. We offer CE-422 (HP12C: The Basics) to fulfill the need for appraisers to get through the income approach and statistics sections of the state exam.



CE-423 — USPAP Frequently Asked Questions, 7-Hr Course - ($140)

This course takes the current edition of USPAP and applies those Standards to an appraiser's daily appraisal practice. Areas covered include ethics, competency, scope of work, assumptions, sales history, certifications, reporting formats and appraisal review. The FAQs form the guidance issued by ASB to repsond to questions raised by appraisers to illustrate the applicability of USPAP in specific situations and to offer advice from the ASB for the resolution of appraisal issues and problems.

IMPORTANT NOTE: The subject matter of this course is the Frequently Asked Questions. The FAQs are NOT part of the official USPAP and therefore, this is not to be considered a USPAP course as would be the 15 hr QE National USPAP course or the 7 hr CE USPAP Update course.
